DPWH Photoshop Fail September 28, 2011

I’m a civil engineer by profession and I love my job and if there’s one thing I hate it’s people that fabricate their inspection reports. Why? Inspection reports are very important in our field, if the inspection report is erroneous, this might lead to a wrong and/or costly design. Aside from that, it might lead to a very difficult project implementation, and worse, not prepare others from potential safety risks of the site.

Which is why  I was uber-pissed when I was checking my updates in FB at around lunch time yesterday and I saw this:

Now, if you didn’t have knowledge in Adobe photoshop, you would’ve just glanced at it and moved on with your life, but I’ve used the software since I was in high school (I’m 30 now) so I kinda noticed something weird. Here’s the blow-up of the image from DPWH:

click on the image to enlarge

WTF?! Those three guys seem to be floating on air.

So I re-checked the image and concluded that DPWH fabricated this picture. Why they had to edit it and not just simply compose a photo with all three guys, I do not know. Although my evil mind tells me that the DPWH wants a pogi photo showing their bosses in deep thought while assessing the disaster site, and they didn’t have the opportunity to pose because those guys were probably there for 15 minutes max – so they just lasso tooled the hell out of that pic.

Here are my findings on how lame this photo was ‘shopped.

click on the image to enlarge

Shit, even my mom can do that in CS5. I didn’t even go to lighting analysis because I’m not a photoshop expert, but I sure as hell know that I’m better at photoshop than the guy that did this hack job.

Some say this is a very minor issue, but I see this as a nice sample of DPWH’s lack of integrity. If they can fabricate simple things like this, just imagine what these guys can do to progress billings and acceptance of projects. Also, while relatively mild, isn’t this a classic example of “Utak Wangwang?” While unethical and unnecessary, they thought they could get away with fabricating photos so they tried to.

As of this writing, the DPWH has not apologized for this grave indiscretion.

=========

Update: After more than a day, they apologized for posting an *uncleared* pic. They didn’t say anything  about how much they rely on photoshop though… https://quiapo.wordpress.com/2011/09/29/hey-hey-the-dpwh-apologizes-sort-of/

Update2: My bad, I was sleepy and thought DPWH claimed the inital pic wasn’t photoshopped. I misread it, yung *official pic* pala ang sinasabi ni Mr. Santiago. The initial tirade against Santiago that I posted here was uncalled for. But I’m still pissed at their stupid reasons for the mix-up.  Here’s the inquirer.net article: http://newsinfo.inquirer.net/67533/photo-of-%E2%80%98floating%E2%80%99-dpwh-officials-causes-uproar-in-cyberspace

Update3: another bopols move by the DPWH  https://quiapo.wordpress.com/2011/09/30/another-bopols-move-for-the-dpwh-kisses-bosses-ass-before-appeasing-noynoys-bosses/

Update4: Found a nice fb page collecting photoshopped DPWH images. Check out DPWHERE to de-stress. Also check out plop-culture, one of the first sites that posted DPWH meme images.

Update5: It’s now in the Washington Post http://www.washingtonpost.com/blogs/blogpost/post/philippines-officials-photoshop-themselves-into-typhoon-cleanup-photo/2011/09/30/gIQA09OhAL_blog.html

Update6: Pakiusap lang sa mga nagsasabing nakakahiya ang Pilipinas at maging Pilipino dahil sa insidenteng ito.  https://quiapo.wordpress.com/2011/10/01/pakiusap-lang/

Update7: DPWH Secretary Singson is embarrassed, aims whip at photographer: https://quiapo.wordpress.com/2011/10/02/dpwh-secretary-singson-embarrassed-aims-whip-at-photographer/

Update8: WTF? Could Sec. Singson’s excuse/reason be made in China? https://quiapo.wordpress.com/2011/10/03/does-singson-dpwh-have-no-originality-pointing-the-blame-on-the-photographer-is-first-made-in-china/

Update9: And now we have CAKE https://quiapo.wordpress.com/2011/10/11/the-dpwh-meme-cake-no-acceptance-celebration-is-complete-without-it-d/

what an *ss.. they didn’t apologize? i won’t be surprised if they were not even questioned..

Jacke - September 29, 2011

amen

momoyalvarez - October 1, 2011

They did apologize… to the 3 people in the photo for any inconveniece ek-ek. Bakit dun sila sa 3 itlog nag-apologize? Because the artist did a wishy-washy job? Why didn’t they apologize to the Filipino people for thinking that Filipinos are stupid and wouldn’t notice? Sheesh…

2. Jerome Edge Ocampo - September 29, 2011

So this is where our taxes go to. i bet they didn’t use the money to learn how to use Adobe Photoshop. May I share this on Facebook so that my friends will see what DPWH really stands for? It’s actually Dapat Parang Walang Hiya…

3. quiapo - September 29, 2011

@jamboy, yep they just deleted the post after some fb users called them out.

@jerome, spread the word \m/ so that they’ll learn

5. quiapo - September 29, 2011

@anon, yes let’s do that. The TNL posting helped a lot in making this viral.

at least they did inspect the area because two of them were seen on the background.

they didn’t just have a dramatic pose so they photoshop one. 🙂

15. Princess Bersales - September 29, 2011

Not gonna brag or anything, but seriously, I can photoshop better than these guys. Even the coloring is wrong, since the guys up front really pop, and doesn’t even look like their part of the picture.

C’mon guys, it would’ve been better if you planned the photo. Like asking them to pose, instead of this pathetic excuse of using our taxes for fail photoshop editing..

23. Nikki Salud - September 29, 2011

THIS ISN’T A PHOTO OF DPWH. Guys, if you are going to post an article, please make sure that you do the research first.

Yes this photo is fabricated. Yes they used photo shop. BUT IT WASN’T DONE BY DPWH.

A few months ago, News of a fabricated inspection photo from a province in China was shown on Yahoo News. The issue was that China could and would always try and get away with fabrications just like the fireworks at the 2008 Beijing Olympics.

May i point out that THIS IS THE EXACT PHOTO that the Chinese Public Works officials made to make them appear that they were inspecting a highway project then.

Those three officials that appear on the photo above are CHINESE. The photo above was RE-FABRICATED to show the Manila Bay Walk with the chinese trio floating above the pavement.

Whoever made this FAKE Photo from the ORIGINAL FAKE one and publish it with such inaccuracy to call it DPWH PHOTOSHOP FAIL should be ashamed of himself.

Just a reminder, do your research. THINK BEFORE YOU POST.

quiapo - September 29, 2011

@nikkisalud Uh… the photos were taken from DPWH’s FB page, what you are talking about is an incident that happened before, these aren’t the chinese officials. Eto yung mga chinese o: http://www.dailymail.co.uk/news/article-2009957/Photoshop-picture-Chinese-officials-inspecting-road-ridiculed-world.html

You can still even see one or two of these guys on different pix in DPWH’s facebook page.

So let me get back at you with what you just said, “Just a reminder, do your research. THINK BEFORE YOU POST.”

Also, learn2google.

Mina Rivera - September 29, 2011

This was the photo from the Chinese Government…

http://www.2oceansvibe.com/2011/06/30/chinese-government-road-inspection-officials%E2%80%99-photoshop-fail/

How on earth is that “THE EXACT PHOTO”

Just a reminder, do your research. THINK BEFORE YOU POST.

Ang kapal ng mukha mo mag magaling. Inutil.

26. mr.man - September 29, 2011

for a filipino to say that ,its kind of awkward bashing your own officials

27. Kevin - September 29, 2011

If the photo, as you say, was fake, then why did DPWH reply as seen on the photo comments and on the actual FB Page?

How do you explain that?

28. Eugene F. Maning (@jinmaning) - September 29, 2011

I’m sorry but I can’t find it as fabricated. Why? Because they’re still in the site. Though, I agree that it’s a Photoshop FAIL thing. 😉 and as what others say above, they can do better than that.

quiapo - September 29, 2011

well I didn’t say that they didn’t inspect the site. Di ba sila nga yung dalawang nasa likod nung edited pic? =)

29. mike - September 29, 2011

isa rin palang ngmamagaling tong si Pierre Albert San Diego e research ka muna, mga chinese pala yang mga yan aysus!. tsk tsk tsk.

quiapo - September 29, 2011

Hindi ako nagmamagaling, this really happened yesterday and I have the first pic to back me up. The first pic is a screenshot taken from DPWH’s fb page. They even acknowledged it was from their page when they apologized.

May kamag-anak ka ba sa DPWH o contractor ng DPWH?

rommel - September 29, 2011

hoy mike, ikaw ang magresearch, basa ka sa inquirer.net para malaman mo totoo.. BOBO!

30. Chiikoy Añonuevo - September 29, 2011

damn these people. sa lahat ng bagay, sinisingil nila ako ng tax! tapos ganyan ?! pagmumukain pang tanga yung mga tao?! konting hiya naman !

31. David Garcia - September 29, 2011

@Nikki Salud. The photo in this post is not the one from China. This is the one from China: http://www.dailymail.co.uk/news/article-2009957/Photoshop-picture-Chinese-officials-inspecting-road-ridiculed-world.html The photos in this link don’t even have two persons with coats. Just for clearance. 🙂

@ Kevin. Whether or not the DPWH replied on the Facebook page, their photo could have still been photoshopped. The proofs in this explanatory photo prove the main argument of the author of this blog. 🙂 https://quiapo.files.wordpress.com/2011/09/dpwh-shopped-findings.jpg

32. technostar26 - September 29, 2011

Bad Photoshop skills. I mean, c’mon. Ano pa ba aasahan natin sa mga pulpol na tauhan ng gobyerno? Pupusta ako bukas or the day after tomorrow, nasa balita na ‘yan. Disseminate this, so the whole country can see where the taxes go.

Joey - September 29, 2011

Wag mo naman lahatin ng nasa gobyerno, kung makapag-salita ka naman parang ang talino mo na talaga…

33. KurakotDPWH - September 29, 2011

stupid people for those who keep covering up the fault of this government official.. as we all know it’s a serious matter they should be fired now because of this.

34. zek - September 29, 2011

damn! mas mahal pa ata bnayad sa artist na nag-edit(kuno) nung pic.

35. WENG - September 29, 2011

Common Sense. Bat nagkaroon ng Fan Page ang DPWH? If its official, shouldnt it be posted sa kanilang website (and not on facebook) Not unless there is a legit publication (newspaper, legit article) na nakapost ito, i still doubt its authenticity.

Yup, its photoshopped. But whether or not it was released by the DPWH, that is still the big question.

Think Before You Click

Joey - September 29, 2011

Yeah, I agree with you Weng.. This is not an official DPWH publication. But the agency is still at fault for not having stringent control over this.

Eli Rio - October 3, 2011

There is a link in the DPWH website the the Fan Page of DPWH in Facebook. The PID of DPWH issues comments in this Fan Page. So it legit.

I think your fanpage screenshot is the one that was edited to show some deception on DPWH part.. can’t help but notice a missing icon in your taskbar, could it be the running photoshop program? hahaha

quiapo - September 29, 2011

During the time I took the screen shot my outlook email was open as well as some other work related tabs on chrome. I had to remove that because I didn’t want someone to accidentally discover my corporate email address.

Of course you’ll notice that I removed it, that was intended, duh? I don’t have photoshop on my laptop kaya nga sobrang basic ng ginamit ko na editing, I just put boxes in MS Paint over my details. Despite my recklessness in posting personal details here, ayoko naman magulo pati trabaho ko dahil dito sa issue ng DPWH.

justwondering - September 29, 2011

oh well, what’s done is done.. the photoshop issue has overshadowed the real inspection that took place on the area..

duh? i don’t know if you really have a photoshop or not on your laptop.. 🙂 anyways, no intention of spoiling your day, just looking at the issue from another point of view.. and I think the PR people in DPWH should be disciplined for that matter especially if its meant to deceive the public..

“DPWH public relations officer Andro Santiago told Inquirer.net over a phone interview that the photo had been posted by mistake as they were also preparing the layout for a magazine they circulated in the DPWH.” – from Inq. so does this mean they are preparing a layout meant for DPWH publication that shows deception? hahaha your guess is as good as mine..

TALK ABOUT AN EPIC FAIL! 😀

petrucci - September 30, 2011

Do you even know what epic means? You are so stupid. You are no better than the people present in the picture

weasley - September 30, 2011

Lol, petrucci. I think you’re the one who’s stupid. What’s so wrong with what rashinuhhr has said? Are you from the Cenozoic Era or something? Never knew about “INTERNET SLANG”? Lololol, pity.

mothership - September 30, 2011

Oh my weasley. Slang is something restricted with its own context. Epic is a traditional long poem or other art work portraying heroic deeds. If the slang word epic means that this picture is like a poem, then you are a moron. If taken metaphorically, there is no connection. Then it’s a stupid slang created by illiterate brainless people. And you are just joining the band wagon cause you think it’s so cool. And what’s with LOL. Oh yeah I forgot. You’re a moron, can’t type the whole phrase.

Now that is pity.

kate - October 1, 2011

What’s funny about weasley is the fact he said Cenozoic Era. I commend you for waisting 30min of your life researching about Cenozoic. And to think you will actually sound smart if you put it in here. Lololol mo mukha mo. Tanga

jusTEEN - October 1, 2011

I actually agree with weasley. The guy just posted something and petrucci deliberately commented back rudely. I think he, petrucci, deserved what weasley said. And hey, @mothership, in case you haven’t noticed, you’re on an internet page and the owner of this page never said that ‘slang’ is restricted here. You talk like you know everything. And what’s with “illiterate brainless people”? Think they could post and come up with such ideas if they’re brainless? WTH? And another thing, you don’t like abbreviations? E di wag mo! Go reply/comment your friends the looooong -laughing out loud- phrase all your life for all the world cares. You even used the word ‘moron’ which weasley does not deserve at all.

at ikaw naman @kate, oh my god, don’t tell me you yourself would need to research about the Cenozoic Era before you could actually understand it! Gosh! Hindi ka ba nagka-subject ng Earth Science during your high school, dear? Nakakaawa ka naman.

dazzle - October 1, 2011

Good point, jusTEEN. Super dami kasing nagmamagaling sa world natin ngayon e… Pagpasensyahan mo na. =)

Kate, sali-sali ka naman sa usapan e simpleng lesson sa 1st year HS kailangan mo pang i-research. Ay naku! Wag nalang kasing mag comment ng kung anu-ano kung wala ka din naman. Tanga mo din, te!

Lisa - October 1, 2011

“Epic Fail” is an internet slang meaning, complete and total failure when success should have been reasonably easy to attain.

quiapo - October 2, 2011

hmmm… I know Lourd De Veyra wouldn’t approve of the term and idol ko pa naman si Lourd pero this is the internet and this blog is intended for informal discussion so “epic fail” while it’s kinda annoying for english language purists, is ok to use in my book. Words change meaning with repeated use naman, and I’ve seen people using “epic fail” since 2009 ata on 4chan’s /b/. Dapat bang pumasok pa sa MW o Oxford dictionary yung term bago natin i-acknowledge?

Just make sure you don’t use the term for formal reports and business presentations, kahit ako babatukan kita ;p

Besides, I use a lot of memes and ‘net slang regularly too.

march - October 2, 2011

@ justine – I came from a prestigious school but Eras weren’t taught to us. The point is it’s as irrelevant.

jusTEEN - October 2, 2011

I pity you, bro… You and your prestigious school to be exact.

redskii - October 3, 2011

EPIC FAIL
EPIC FAIL
EPIC FAIL
bwehehe. sheesh. big deal.

jehuty - October 3, 2011

@ jusTEEN – I have nothing against you. But don’t be pity if one doesn’t study eras. But then again, being a street smart is something to look up to. That is actually a childish comment however, it is a valid metaphoric term. The photoshop issue is not the usual topic a child gets involve to. So good work to you and your sister for getting involve. So I encourage both of you to try commenting constructively. For a young age, that is a good practice.

@redskii – Yes, it is a big deal. A great amount of deal ’cause it damages the invulnerable.

quiapo - October 3, 2011

^ huh? Nag-nose bleed ako dun ah…

redskii - October 3, 2011

^@quiapo, ako din eh. hehehe. napa-“anu daw?” ako dun ah.

@jehuty, anong invulnerable ang mada-damage dito? hehehe ang isyu kasi dito e yung DPWH.. so etong post ni rashinuhhr na EPIC FAIL, di naman sana big deal. nagtataka lang ako kung bakit napaka-big deal nung sinabi nya, hence my reaction. Ke mali man ang gamit ng “epic” at mali din ang form nung “fail,” accepted na sya sa internet as an expression e. naiintindihan naman natin sya diba? ayun lang naman.

jehuty - October 2, 2011

I just wanna say that “Epic Fail” is being used wrongly in the internet. Cause one, ang layo ng term na “Epic” as a definition of “greatness” or “awesomeness”. Ang panget ng evolution ng word na ito. Two, a lot of people who say “epic fail” doesnt even know what epic really means. Akala talaga nila na ang awesome na sobrang fail. Nakikiuso kasi. Another example is pag mabasa ka, sinasabi nilang dadami ka. Nanggaling iyo sa movie na gremlins. Ngayon kung alam mo yoon, edi good for you. Kung hindi, I really feel bad. Huwag na kayo makiuso. Nakakahiya kayo.

Just to add. I really encourage people to also stop using LOL. Cause kids these days, well at least based on my experience. Akala nila this is short for ULOL.

quiapo - October 2, 2011

Hmmm… interesting points. But first, to all involved, let’s leave the catcalls and proceed with a more scholarly discussion on semantics =)

While it’s true that epic, in it truest form, are long narrative poems about heroes, it also is a synonym to the word grand. Before the term epic fail has been in use, we’ve been accustomed to using epic as an adjective such as in “epic proportions.” I don’t think people protested before to the use of epic in this way. From there, the message board people and gamers and everyone else in the web that developed l33t speak derived the term “epic fail.”

And since l33t speak is kinda looked down upon by english language purists, here comes the protests.

LOL btw is already old, it’s already evolved into Lulz

jusTEEN - October 2, 2011

Anyway, wala naman talaga akong balak makipag-away. It’s just that I was pissed when I read mothership and kate’s replies to weasley. Oh, and petrucci’s too. They commented as if they’re the smartest persons on earth. They even used words like “moron” and “tanga” against her, weasley. By the way, I’m only a sophomore from a public high school so forgive me if you think I speak pure rubbish. In addition, I actually know who weasley is cuz she’s my sister and she’s only Grade 6. I just wanted to defend her. Judging by the way you guys commented, I can say that you’re professionals already so pasensya na po.

jusTEEN - October 2, 2011

quiapo - October 2, 2011

@justeen: well it’s nice that you and your sister, young as you guys are, actively participate in issues like this. Kaya pala may Cenozoic era na comment.

Word of advice lang, learn to differentiate where you can use slang and when you should use proper words. IMHO sa ganitong setting ok lng, baka lang madala mo sa reports mo sa school. =)

jusTEEN - October 3, 2011

ok po. Salamat. 😀

jehuty - October 3, 2011

@jusTEEN – Go and continue to get involve into issues like this. But before commenting, know first what you are getting into. Know what is the source of the issue. Dont be like the ones who join rallies and assemblies, then at the end of the day, they weren’t actually sure why there were there. This webpage is a perfect example. A lot of people saying that those officials were really trying hard to be noticed. People saying that this picture was edited just to show the masses they were there. But actually, those officials were really there. The editing of the photos were edited without their consent.

I think it’s forgivable since they were really in the scene, they just weren’t able to take a good photo that’s press release-worthy.

People are just making a big fuss over this. Companies just have to do something like this sometimes. There are stories that really happened but were never caught on camera. This just looks bad because DPWH is a government agency.

Telling the story in pure text could’ve been the better option though.

Please also note that the employee in-charge in editing photos is not competent. The officials were really there. It’s just that the employee who edited the photo tried to place the officials in a different angle, showing the bay and the ruins at its worst. Please do not be quick to judge. Thank you. Stupid noh? They ask too much of trust and cooperation from us when they can’t even get themselves together and successfully deploy an “Operation Photoshop” idea.

Facebook records the date/time of all its entries. Reviewing these date/time records on the Department of Public Works and Highways (DPWH Central Office) FB account will show attempts of cover-up. Consider the following:-

12:12 pm, Sept 28, 2011 – Based on the screen shot in the 2011/09/28/dpwh-photoshop-fail blog of Pierre Albert San Diego, the DPWH FB posted a picture showing 3 DPWH with the caption “DPWH INSPECTS COLLAPSED SEAWALL AT ROXAS BOULEVARD. DPWH Undersecretary Romeo S. Momo with NCR Director Reynaldo G. Tagudando and South Manila District Engineer Mikunug D. Macud inspect the extent of damaged seawall in Baywalk along Roxas Boulevard caused by Typhoon Pedring.” Pierre in that blog pointed out discrepancies in the picture that clearly showed the picture was “photoshopped”.

12:29 pm, Sept 28, 2011 – DPWH deleted that post replacing it with a picture of two DPHW officials in Roxas Blvd. The picture carries the original caption of the deleted photo where 3 names were mentioned. But the photo shows only 2 people, the one with the red jacket is missing. The one in white polo barong now wears a safety helmet when in the former picture, his head was bare. A number of remarks flooded the Internet regarding this new picture, some saying that this is also doctored.

10:30 am, Sept 29, 2011 – the DPWH FB posted another with the same caption as above. The picture showed the 3 DPWH officials as in the original (deleted) photo. While in that photo Manila Bay was on the RIGHT side of the picture frame, this “official” photo shows the bay on the LEFT side. This time the picture showed the same 3 DPWH officials shown in the original photo, with the one in white polo barong now without a safety helmet.

9:37 pm, Sept 29, 2011 – INQUIRER.net carries the press release where DPWH public relations officer Andro Santiago told Inquirer.net that the original photo had been posted by mistake as they were also preparing the layout for a magazine they circulated in the DPWH. He maintained that it was not the DPWH’s intention to fool the public by posting an edited photo of the inspection, adding that the minute they realized the mistake, they immediately replaced it with the official photo release. “After about two minutes, the photo was deleted. The official photo release was posted,” said Santiago, stressing that the official photo was genuine and “Photoshop was not used. Walang Photoshop at hindi naretoke” was his description of the official photo release. Yet, FB records show that the second photo (which was questionable) was posted around 20 minutes after the first and the third photo very much later by around 20 hours.

8:48 am, Sept 30, 2011 – DPWH FB posts this Comment – We would like to apologize to Undersecretary Romeo Momo, Director Rey Tagudando and District Engineer Mikunug Macud for whatever inconvenience that may have caused them regarding the photo earlier posted. Rest assured that we shall exert more diligence and prudence in the execution of our mandate to inform the public of our plans, programs, projects and official activities. – PID

Now comes the QUESTIONS:-

1. Why did it take 20 hours for the “official” picture to come out, if it was available during the original posting?
2. Where is the original photo that was the source of the “failed photoshop”? When this happened in China, the authorities simply published the original “un-photoshop” picture with a public apology and fired some people involved. Why couldn’t the DPWH do the same?
3. Could it be that the original photo did not actually occur and was “photoshopped” to show 3 DPWH officials when in fact there were only two in the scene?
4. Did the 20 hours mysterious gap between the original picture and the “official” photo gave chance for the 3 DPWH officials to “stage” a photo session so that the “photoshopped” picture can now be realized and they can claim no “retoke”, except that they forgot to put Manila Bay to the RIGHT side of the picture frame?
5. If this is the case, which is the bigger sin, the “photoshopped” picture done by some staff in DPWH, or the staged photo session done by the DPWH officials?

Ed Zafra - October 1, 2011

These are very valid questions that must be answered by the concerned DPWH officials (PID and whoever). The post is also very enlightening as far as how the publishing events unfolded. It clearly showed that the first photoshopped picture was not replaced after two minutes as Santiago claimed in his interview with the press. Another lie!

I couldn’t help but notice the expensive pairs of shoes these guys were wearing. I guess the government really pays them well to afford them and to actually wear such expensive footwear in a supposedly hazardous area (thus the hard hats?) just shows how dedicated they can be – to sacrifice hard earned money that went into buying fancy shoes and using them for such difficult work like inspecting a site with all the rubble, dirt and mud around them. Some people have to save up for a long time just to buy expensive shoes for special occasions like weddings or silver anniversaries. But then again, maybe they were just wearing “fakes” like those you find in Greenhills.
