I’m a civil engineer by profession and I love my job and if there’s one thing I hate it’s people that fabricate their inspection reports. Why? Inspection reports are very important in our field, if the inspection report is erroneous, this might lead to a wrong and/or costly design. Aside from that, it might lead to a very difficult project implementation, and worse, not prepare others from potential safety risks of the site.
Which is why I was uber-pissed when I was checking my updates in FB at around lunch time yesterday and I saw this:

Now, if you didn’t have knowledge in Adobe photoshop, you would’ve just glanced at it and moved on with your life, but I’ve used the software since I was in high school (I’m 30 now) so I kinda noticed something weird. Here’s the blow-up of the image from DPWH:

WTF?! Those three guys seem to be floating on air.
So I re-checked the image and concluded that DPWH fabricated this picture. Why they had to edit it and not just simply compose a photo with all three guys, I do not know. Although my evil mind tells me that the DPWH wants a pogi photo showing their bosses in deep thought while assessing the disaster site, and they didn’t have the opportunity to pose because those guys were probably there for 15 minutes max – so they just lasso tooled the hell out of that pic.
Here are my findings on how lame this photo was ‘shopped.

Shit, even my mom can do that in CS5. I didn’t even go to lighting analysis because I’m not a photoshop expert, but I sure as hell know that I’m better at photoshop than the guy that did this hack job.
Some say this is a very minor issue, but I see this as a nice sample of DPWH’s lack of integrity. If they can fabricate simple things like this, just imagine what these guys can do to progress billings and acceptance of projects. Also, while relatively mild, isn’t this a classic example of “Utak Wangwang?” While unethical and unnecessary, they thought they could get away with fabricating photos so they tried to.
As of this writing, the DPWH has not apologized for this grave indiscretion.

They did apologize… to the 3 people in the photo for any inconveniece ek-ek. Bakit dun sila sa 3 itlog nag-apologize? Because the artist did a wishy-washy job? Why didn’t they apologize to the Filipino people for thinking that Filipinos are stupid and wouldn’t notice? Sheesh…
So this is where our taxes go to. i bet they didn’t use the money to learn how to use Adobe Photoshop. May I share this on Facebook so that my friends will see what DPWH really stands for? It’s actually Dapat Parang Walang Hiya…

Not gonna brag or anything, but seriously, I can photoshop better than these guys. Even the coloring is wrong, since the guys up front really pop, and doesn’t even look like their part of the picture.
C’mon guys, it would’ve been better if you planned the photo. Like asking them to pose, instead of this pathetic excuse of using our taxes for fail photoshop editing..

THIS ISN’T A PHOTO OF DPWH. Guys, if you are going to post an article, please make sure that you do the research first.
Yes this photo is fabricated. Yes they used photo shop. BUT IT WASN’T DONE BY DPWH.
A few months ago, News of a fabricated inspection photo from a province in China was shown on Yahoo News. The issue was that China could and would always try and get away with fabrications just like the fireworks at the 2008 Beijing Olympics.
May i point out that THIS IS THE EXACT PHOTO that the Chinese Public Works officials made to make them appear that they were inspecting a highway project then.
Those three officials that appear on the photo above are CHINESE. The photo above was RE-FABRICATED to show the Manila Bay Walk with the chinese trio floating above the pavement.
Whoever made this FAKE Photo from the ORIGINAL FAKE one and publish it with such inaccuracy to call it DPWH PHOTOSHOP FAIL should be ashamed of himself.

Hindi ako nagmamagaling, this really happened yesterday and I have the first pic to back me up. The first pic is a screenshot taken from DPWH’s fb page. They even acknowledged it was from their page when they apologized.

Common Sense. Bat nagkaroon ng Fan Page ang DPWH? If its official, shouldnt it be posted sa kanilang website (and not on facebook) Not unless there is a legit publication (newspaper, legit article) na nakapost ito, i still doubt its authenticity.
Yup, its photoshopped. But whether or not it was released by the DPWH, that is still the big question.

I think your fanpage screenshot is the one that was edited to show some deception on DPWH part.. can’t help but notice a missing icon in your taskbar, could it be the running photoshop program? hahaha
During the time I took the screen shot my outlook email was open as well as some other work related tabs on chrome. I had to remove that because I didn’t want someone to accidentally discover my corporate email address.
Of course you’ll notice that I removed it, that was intended, duh? I don’t have photoshop on my laptop kaya nga sobrang basic ng ginamit ko na editing, I just put boxes in MS Paint over my details. Despite my recklessness in posting personal details here, ayoko naman magulo pati trabaho ko dahil dito sa issue ng DPWH.
oh well, what’s done is done.. the photoshop issue has overshadowed the real inspection that took place on the area..
duh? i don’t know if you really have a photoshop or not on your laptop.. 🙂 anyways, no intention of spoiling your day, just looking at the issue from another point of view.. and I think the PR people in DPWH should be disciplined for that matter especially if its meant to deceive the public..

“Epic Fail” is an internet slang meaning, complete and total failure when success should have been reasonably easy to attain.
hmmm… I know Lourd De Veyra wouldn’t approve of the term and idol ko pa naman si Lourd pero this is the internet and this blog is intended for informal discussion so “epic fail” while it’s kinda annoying for english language purists, is ok to use in my book. Words change meaning with repeated use naman, and I’ve seen people using “epic fail” since 2009 ata on 4chan’s /b/. Dapat bang pumasok pa sa MW o Oxford dictionary yung term bago natin i-acknowledge?
Just make sure you don’t use the term for formal reports and business presentations, kahit ako babatukan kita ;p

While it’s true that epic, in it truest form, are long narrative poems about heroes, it also is a synonym to the word grand. Before the term epic fail has been in use, we’ve been accustomed to using epic as an adjective such as in “epic proportions.” I don’t think people protested before to the use of epic in this way. From there, the message board people and gamers and everyone else in the web that developed l33t speak derived the term “epic fail.”
And since l33t speak is kinda looked down upon by english language purists, here comes the protests.

@jusTEEN – Go and continue to get involve into issues like this. But before commenting, know first what you are getting into. Know what is the source of the issue. Dont be like the ones who join rallies and assemblies, then at the end of the day, they weren’t actually sure why there were there. This webpage is a perfect example. A lot of people saying that those officials were really trying hard to be noticed. People saying that this picture was edited just to show the masses they were there. But actually, those officials were really there. The editing of the photos were edited without their consent.

lunurin na langf sila sa dagat. wala silang ginagawa kundi bawasan daw ang corruption. ang mga kalye natin sira sira na, nagpapainit lang sila ng puwit sa pwesto ayaw magtrabaho kasi may corruption na mangyayari everytime na magtrabaho sila. Yung C-6 road, malapit nang matapos yung period na pinost nila for repair (August to October) pero ni isang trabahador wala akong nakita!

if just one of the 50k that read this blog do decide to pledge some amount to unicef, I’ll be more than happy.
I think it’s forgivable since they were really in the scene, they just weren’t able to take a good photo that’s press release-worthy.
People are just making a big fuss over this. Companies just have to do something like this sometimes. There are stories that really happened but were never caught on camera. This just looks bad because DPWH is a government agency.
Telling the story in pure text could’ve been the better option though.

My daughter told me about this one because she watched it on the news.. my golly! I had no idea.. and yes, I caught those photoshopped notes you gave and recognized them for what they were. Love your updates! I do not mean to criticize the government but there’s a really fine line between honest advertising and just plain bullcrap.
Engineer grabe ka naman po makapagsalita. Please take note that the purpose of the employee (i.e. publicity) may not be the similar to that of the officials, or vice versa. Please also note that the employee in-charge in editing photos is not competent. The officials were really there. It’s just that the employee who edited the photo tried to place the officials in a different angle, showing the bay and the ruins at its worst. Please do not be quick to judge. Thank you. By the way, I agree with your analogy as the integrity of the department.

Well I won’t be surprised to see someone running around wearing a Guy Fawkes costume with a mask and bombing structures up. There will be a time that Filipinos would get tired of all these government schemes. There would be no trust, no fear, no hope; only disgust, boldness and total modification of the government.
Stupid noh? They ask too much of trust and cooperation from us when they can’t even get themselves together and successfully deploy an “Operation Photoshop” idea.

Facebook records the date/time of all its entries. Reviewing these date/time records on the Department of Public Works and Highways (DPWH Central Office) FB account will show attempts of cover-up. Consider the following:-
12:12 pm, Sept 28, 2011 – Based on the screen shot in the 2011/09/28/dpwh-photoshop-fail blog of Pierre Albert San Diego, the DPWH FB posted a picture showing 3 DPWH with the caption “DPWH INSPECTS COLLAPSED SEAWALL AT ROXAS BOULEVARD. DPWH Undersecretary Romeo S. Momo with NCR Director Reynaldo G. Tagudando and South Manila District Engineer Mikunug D. Macud inspect the extent of damaged seawall in Baywalk along Roxas Boulevard caused by Typhoon Pedring.” Pierre in that blog pointed out discrepancies in the picture that clearly showed the picture was “photoshopped”.
12:29 pm, Sept 28, 2011 – DPWH deleted that post replacing it with a picture of two DPHW officials in Roxas Blvd. The picture carries the original caption of the deleted photo where 3 names were mentioned. But the photo shows only 2 people, the one with the red jacket is missing. The one in white polo barong now wears a safety helmet when in the former picture, his head was bare. A number of remarks flooded the Internet regarding this new picture, some saying that this is also doctored.
10:30 am, Sept 29, 2011 – the DPWH FB posted another with the same caption as above. The picture showed the 3 DPWH officials as in the original (deleted) photo. While in that photo Manila Bay was on the RIGHT side of the picture frame, this “official” photo shows the bay on the LEFT side. This time the picture showed the same 3 DPWH officials shown in the original photo, with the one in white polo barong now without a safety helmet.
9:37 pm, Sept 29, 2011 – INQUIRER.net carries the press release where DPWH public relations officer Andro Santiago told Inquirer.net that the original photo had been posted by mistake as they were also preparing the layout for a magazine they circulated in the DPWH. He maintained that it was not the DPWH’s intention to fool the public by posting an edited photo of the inspection, adding that the minute they realized the mistake, they immediately replaced it with the official photo release. “After about two minutes, the photo was deleted. The official photo release was posted,” said Santiago, stressing that the official photo was genuine and “Photoshop was not used. Walang Photoshop at hindi naretoke” was his description of the official photo release. Yet, FB records show that the second photo (which was questionable) was posted around 20 minutes after the first and the third photo very much later by around 20 hours.
8:48 am, Sept 30, 2011 – DPWH FB posts this Comment – We would like to apologize to Undersecretary Romeo Momo, Director Rey Tagudando and District Engineer Mikunug Macud for whatever inconvenience that may have caused them regarding the photo earlier posted. Rest assured that we shall exert more diligence and prudence in the execution of our mandate to inform the public of our plans, programs, projects and official activities. – PID
Now comes the QUESTIONS:-
1. Why did it take 20 hours for the “official” picture to come out, if it was available during the original posting?
2. Where is the original photo that was the source of the “failed photoshop”? When this happened in China, the authorities simply published the original “un-photoshop” picture with a public apology and fired some people involved. Why couldn’t the DPWH do the same?
3. Could it be that the original photo did not actually occur and was “photoshopped” to show 3 DPWH officials when in fact there were only two in the scene?
4. Did the 20 hours mysterious gap between the original picture and the “official” photo gave chance for the 3 DPWH officials to “stage” a photo session so that the “photoshopped” picture can now be realized and they can claim no “retoke”, except that they forgot to put Manila Bay to the RIGHT side of the picture frame?
5. If this is the case, which is the bigger sin, the “photoshopped” picture done by some staff in DPWH, or the staged photo session done by the DPWH officials?
These are very valid questions that must be answered by the concerned DPWH officials (PID and whoever). The post is also very enlightening as far as how the publishing events unfolded. It clearly showed that the first photoshopped picture was not replaced after two minutes as Santiago claimed in his interview with the press. Another lie!
I noticed that you have been posting the same info on other blogs/sites/etc. It would really be nice if we also have a screen capture of those events you are referring to.

they show these photoshopped images and get reimbursements with em really sitting their ass home paying some government guy to do the chopping with our taxes.

multiply this caught up scandal exponentially to mirror unsung graft and corruption doings of these crocodiles yet no one or minimal number of persons are penalized let alone humiliated. if you can’t beat them and didn’t join them they’ll cut you off. that’s how our philippine government works, compadre system.

I couldn’t help but notice the expensive pairs of shoes these guys were wearing. I guess the government really pays them well to afford them and to actually wear such expensive footwear in a supposedly hazardous area (thus the hard hats?) just shows how dedicated they can be – to sacrifice hard earned money that went into buying fancy shoes and using them for such difficult work like inspecting a site with all the rubble, dirt and mud around them. Some people have to save up for a long time just to buy expensive shoes for special occasions like weddings or silver anniversaries. But then again, maybe they were just wearing “fakes” like those you find in Greenhills.

My concern here is does DPWH really needs Adobe Photoshop in executing their job? If this app was procured and used in malicious way then there goes the taxpayer’s money into waste.
I’ve been pleading to them that they use GIMP or any other open source software if they needed to edit pics, so that they can save taxpayers’ money ;p
The newspapers have been quoting DPWH Officials that the photographer (Andro Santiago) was suspended. On the contrary, He is yet un-remorseful proudly declaring he was not suspended.He was seen staying in the office of the honorable USEC Pacanan. Undersecretary for Support Services. In that office, he is hidden from persons who might ask him about what really transpired during that fateful i-day. What do you know could be the reason why he did such a dishonest act? He is being protected by the people infected with wang wang virus that’s for sure.
